"Your Item has been marked as shipped" Theres no tracking number and he said he would give it to me and i payed with pay pal and he says he will ship the shoes right when paypal verifys it and its been over 24 hours and ive used a debit card to pay so if he marked the item as shipped last night is it shipped and hes just playing a joke on me or did he mark it as shipped to mark it as shipped?
He marked it as shipped, saying that he has shipped it. You should receive it in a few days. (depending on how far away he is) If you don't receive it, just contact ebay, and they will refund your payment, and collect from him. Don't worry, you're safe.
The seller has probably just shipped the package. I don't know how he shipped, but I've found tracking number on USPS packages often useless anyway, since they sometimes don't bother to scan them until they are delivered. It can take from a couple of days to over a week for a package to be delivered. If the item doesn't arrive after two weeks or so, send a message to the seller though the eBay message system and politely explain that you have not received it.
I use USPS to ship and I buy the postage through a link in eBay. Since I'm in the USA, that means the tracking number is automatically generated and will update when scanned at the post office.
If your seller is in another country or took the box directly to the post office and paid there, there may not be a tracking number to give you.
