Not sure about New York, but in other states it's called adjudication. In other words they are trying to figure out if they want to pay you. If it's been so long, you will want to write a letter with proof of delivery and explain your situation to them, and provide any proof you have that you filed. No answer after that? I called my state legislator's office to get help and it took just 4 days to get my money.
Agree - how long have you been collecting? Maybe your time ran out. You do know Unemployment does not run forever, right?
are you sure your claim or benefits haven't expired? there aren't many states that pay more than 26 weeks worth of benefits anymore
