Yes, you can sell in Ebay Motors Classified Local which is visible to people within 100 to 200 miles. There is no listing or Final Value fee. Transactions are in person and in cash usually.
AFAIK, Ebay is NEVER free. One can escape the listing fee at times, but final value fee is ALWAYS charged. Paypal will get its cut, too, if used.
