Things like IRAs and 401ks allow it but the law calls for a 10% penalty if you are under 59 1/2 years of age
You need to speak to the plan administrator and/or read the paperwork that explains the account.
Many times there is a penalty for taking out funds early. That can be a penalty from the company and also tax from the government.
Depends on were they are. ROTH you can under most cases unless you converted in the past 5 years, IRA if you are under 59.5 but with a 10% Federal penalty plus taxes plus state taxes and penalties so very expensive but you can. 401K you need to leave your job or they might have a hardship withdrawal or loan you can do but withdrawing still will cost you all the penalties and taxes. 401K if you are over 55 and retire you can withdraw without the penalty from your last job.
You'll need to be much more specific about what type of "retirement funds" you're talking about.
Under certain conditions you should talk to a tax person
You can with penalties
