Ask the parents. It all depends. Some 12 year old's have a bank account. But it's for college usually. Saving money for the future.
You can have a bank account under your parents name, which will then require your parents permission for any withdrawals. Same goes for credit cards, except the credit card will be solely theirs, with you as a signee able to make purchases with it.
