It is very unlikely that he will send the item after he has recieved the money and if this person in a very skilled scammer they may be able to take banking details from you, i would either wait till he sends the item first, meet him in person (always following the usual safety tips) or simply say forget it!
Ask him to set up a Paypal account and say you will pay him through that, if he doesn't then don't buy the item, get one somewhere else.
He is not going to send the item. You have no recourse if he doesn't, he can just take your money. You have no proof of why you sent him money. I don't like the sound of this at all, but maybe you could do it through PayPal. If he won't, then don't.
