How many startup businesses make millions?

Not many. 80% of all new businesses close within the first five years. Of the remaining 20%, most of them stay small. In 2013, there were 5 million different companies in the United States, Over half had 4 or fewer employees (certainly not making a million in profit) and another million had 5 to 9 employees (maybe $1 million in revenue, but certainly not $1 million in profit) - so, right there, 70% earned less than a million.

looked at another way, there are 28 million businesses in the U.S. including 22 million businesses classified as non-employers (only the owner works at the business). 7 million of all non-employee businesses have less than $5,000 in annual revenue and 85% have less than $100,000 in revenues (remember, this is revenue, not profit).

Finally of the slightly more than 6 million employer firms, about 4.6 million have revenues under $1 million (again, this is revenue, not profit).

probably 1 in a million

12,176 companies are listed on NYSE and NASDA with valuation over $10 million. They were all start-ups at one time.
