Shipping label created is literally that a label has been electronically printed by the item seller.
That label goes on the box with the item in it, gets picked up or dropped off to the the carrier who then reports continued tracking.
One would assume that when a seller creates the label for the package that it is soon to be a picked up package.
Normally, it is that day or the next day. There can be weekends as non-business days, holidays, weather delays, or a seller that sits with labels before shipping an item.
There is no exact required time, but normal is same to next business day to be in the hands of the carrier.
BTW, if this is about a China located seller especially, all rules go out the window from order to delivered item.
Label print, carrier pickup, shipping around China without getting stolen or stopped for export inspection, travel time to destination country, port arrival, customs inspection, release from customs, then travel to final destination. Items at customs can be waived inspection, a day, up to five days or even longer, or for counterfeit items may be confiscated and the buyer of the item as importer can be fined, even if not knowing it was counterfeit.
"Shipping Label Created" (appearing within USPS tracking history) no longer means what it used to mean. It no longer refers to the name and address label of an individual package in transit. It now refers to a master shipping label on a big container of packages (a gurnee) which have been grouped together at your post office, prior to dispatch from there to a USPS Sort Facility.
It's a scan of a new label on a big container, which holds your package along with many other packages. It seems to have replaced the old "Dispatched to Sort Facility" message, which was way more meaningful. To make matters worse, the time stamps now showing for "Shipping Label Created" entries are always wrong and illogical.
In our area (Chicago suburbs), Eagle Express Lines hauls these containers between post offices and USPS sort facilities.
