Absolutely you should speak to a manger. Get this persons name and maybe go in when you can guess there not working (which will make it less awkward). A tip on how to complain properly: don't cuss, dont lose your cool, and don't yell. Explain the situation as neutral as you can. If the manager knows what he's doing you should get an apology and a promise that this will never happen again. If he doesn't, go higher. There are corporate numbers you could call.
This person took a job in the customer service industry. He doesn't want to do what the job requires he needs to find a new job. Calling you babe! Please I'd be mad. It's sir or ma'am. Although the part about asking your name first, a lot of company's do that if you have an account. Just so they can pull up all your information before they talk to you. So I'm not sure THAT part is a problem.
Because 1) they are still working under federal government guidelines that make it virtually impossible to fire or significantly discipline an employee, 2) there is absolutely no leadership within usps that requires service (or even basic civility), and 3) this culture is so inculcated within usps that it will take a major reorganization to change the system. Meanwhile usps higher ups have rather whine about why there has to be yet another rate increase.

Because USPS employees are chosen from the human race; many of whom are nasty people. The fact that it's almost impossible for a manger to terminate an employee doesn't help.
