jobs have specific requirements, have a range of income (low, medium and high) for each job, and there are policies and procedures everyone must follow.

You didn't say what new things you want to learn (maybe they are outside the scope of your job). They hired you to fill that specific job and not to move elsewhere. Perhaps if you're there several years and have done well they will move you forward. But if you can't wait, then wait till you take your year's 2-week vacation and received a raise, and then find a job elsewhere.
