If lost in a supermarket ask a grownup where the registers are and go wait there so you can see your mommy or daddy checking out. If at a festival they will have security who will take you until your parents come for you. When you are past age 10 or so your parents will want you to have a prepaid phone so you can call for pick up after activities. They can get parental controls so you can only call selected numbers. They still might not you to want one to keep you save but you could talk them into it if they could handle parental controls.

if you are still at the age that you get LOST, you are not responsible and you are NOT ready for a phone. Those are bad arguments.
