Honestly, it is the wrong way to do it. That being said, it seperates the shipping fee from the purchase price and eBay should only really be making money on the sale.
You have reduced protection by going that route, but 10,000 positive reviews is not something people would want to jeopardize. You are still buying the item itself through eBay with free shipping, just paying the seller something extra to expedite, right? I think this is fine.
Sounds legit. Technically, they should be collecting the extra money through Ebay so that Ebay gets their piece of the shipping fees also, but it's not a big deal. If you were buying the item itself outside of Ebay, you would not be covered by any of their buyer protections, and if the guy never sent you anything you'd have to go through PayPal's dispute process instead. As it is now, you are doubly covered. This transaction should pose no risk to you.
yeah - its kind of a backdoor way of selling on ebay without having to pay the ebay Final Value Fees; its not illegal, and you still have the limited paypal Buyer protection, but you don't get to leave feedback on ebay (etc.). Both you and the Seller 'win'.

10,000 reviews means over 10,000 sales and not one single person can make 10,000 sales alone. Someone is working with that person, be it a company or their friend, and they are out to scam you.
You can TRY to send them Paypal money and make a chargeback if they decide to not ship to you ( as long as you don't send the money as a "Gift".
So as long as they don't cheat you, you don't have a problem with them cheating ebay...
