She needs to talk to the Small Business Administration and an adult day care if you and the rest of the family can not care for your grandmother. The SBA will help your mother get the business started, tell her what kinds of permits are needed and offer advise on advertising.
If she cannot work, how is she going to run the shop?

My mom is wanting to start an Italian Ice business. She can no longer work due to my grandma was diagnosed with Alzheimers and is incapable of being left alone. My mom made a few pages through facebook for donations but how can I help get the word out?? Please someone :( we really need this to get rolling before it's too late!
