Yes, my husband is in the military and makes roughly 40k a year. We live comfortably nothing lavish but still have $ to go out and shop for non necessities
Depends on your bills. Most people have a spending problem; not an earning problem. Suppose you are good with money it's pretty good. If you want a fancy house, new cars, and lavish vacations, it's not enough.

Depends which country you are in. If you are in America it would be considered lower middle class.
It would be comfortable in most cities if no children.
