BUT, if you go to the FBI most wanted list, you will find millions of dollars are offered to capture some of the people.... which just like GTA would be high risk, and you get to beat up the bad guy.
$25 million USD is a lot of reasons to get a group together and go capture some terrorists and drag them back all beaten up. (legally its allowed, you would be acting on an FBI request to the public)
So even though you were having some fun asking, there really are ways to play GTA legally in real life.
If you need money so bad to hurt someone, I don,t think you deserve anything. Karma will get you back, and you will lose it all anyway.
