First people need to know that you've done your 5-year business plan (it takes three months to prepare), then you have to write the governor and ask for the rules and regulations for a day care center and follow them explicitly and get permission from the governor's office to start one. Then of course you'd have to find a place to have that day care (for convenience of your patrons, maybe near a school) and find out the cost. Then you might have cleaning to do when you rent a place, maybe making sure things aren't there that would hurt a child and maybe the state might want to approve it. One does not start with the funding, it starts with the PLAN. An architect can't start a building until he has a plan and shows that plan to investors. You'd need to have the education and experience to run a daycare. Once you have all that in place you might start with the incorporation of your business (see an attorney to do that) and have him help you set up stocks in your business and then you will sell those stocks. Stockholders will want their dividends so you'd really have to be out for profit.
No bank or angel network or anyone would give money toward something unless it was already in business a while and making a good profit.

Usually people start businesses by borrowing against their savings. Some have worked many years and saved their money. Others borrow from family, but that's for small businesses. Yours might require a lot more.
