Ask them if they will cancel the transaction and refund your money so you don't have to ask eBay to do it. They won't want you to do that and it might get them off the mark. But if they don't, post an inquiry to eBay and they will reach out to them to find out what the problem is.

Report them to Ebay. But tell them in advance you are going to report them; it make shake them up so you get your package.
