They send the pre-shipment information to ups but have yet to ship my stuff. Monday will be the third week. They keep saying we can do it the next day. Then I wait a week and they say it will be here by Saturday but they still have yet to send the package to Ups? Why wont they just tell me whats going on?

Ask them if they will cancel the transaction and refund your money so you don't have to ask eBay to do it. They won't want you to do that and it might get them off the mark. But if they don't, post an inquiry to eBay and they will reach out to them to find out what the problem is.

File a complaint with Ebay.

Report them to Ebay. But tell them in advance you are going to report them; it make shake them up so you get your package.
