I put a deposit on a dress and the woman measured me. When I went to go try it on it didn't fit, so alternarions are $20 more. I told her that it wasn't fair and asked for my deposit back and she said no. So she didn't alter ir in any way and she won't give me back the deposit. When I gave it to her she didn't say 'no refunds' so do you think I should get my money back?

I think YOU made a legally binding commitment to purchase the dress. If she ONLY refused to refund the deposit, you are getting off easy.

If the "No Refund" policy is clearly posted, they do not owe a refund but should give you a store credit for another purchase.

Read the T&Cs of your deposit.

what is that store policy regarding refunds ? they should have some signs posted if they have a no refund policy............if there are no signs, and you want to go to the hassle of small claims court, then you can file a case
