On what grounds? That you didn't have the right form of payment? Because of your location? Insufficient feedback on eBay? There are a lot of reasons to refuse to do business to someone, and only a few illegal ones. Generally, no one stays in business long by discriminating illegally.

A business has the right to refuse service to anyone for almost any reason.
