A big question without a lot of detail. I am guessing that it was shipped by UPS Surepost. That means that UPS takes it all the way to your local PO and then the PO makes delivery to your home. Has UPS taken it to your PO yet? If so, understand that you have selected a low priority service. UPS often brings the packages too late for them to be sorted and delivered the same day...often after the carriers have departed to their routes. Normally they would be delivered the day after receipt by USPS. In some instances, they may get delayed an extra day due to various constraints.
Not scanned, misdirected, misdelivered, lost. If it's been a couple of weeks contact Amazon Customer Service.
How would we know "why"?
Maybe it "won't" update because there is nothing to update yet.
When it says out for delivery - if it's UPS - that's when you will get it.
Unless it's Smartpost - then it goes to post office and mailman delivers it. And will update the same thing - out for delivery.
i recommend contacting the store it was shipped from. when you buy stuff from amazon it tells you what store it is shipping from, you can contact them to see if they have better information. on the link below is information on how long it takes ups to deliver so you can base how long it might take with usps.
