So I have recently started selling on ebay and I have sold a total of 5 items. 3 of them have been payed for by their buyers but 2 of them still says "buyer has not paid". I messaged them both asking if they were still interested and one of them messaged me back saying PayPal wouldn't let him send payment to a user with 0 feedback until the item is shipped. Is this true? Should I just send it to him and expect a payment

No I think they are trying to get the item without paying !

I would just wait and then put file a 'Non paying bidder' claim.

Put anyone that is suspect on your blocked bidder list.

No, that is not true. Paypal does not know how many sales a seller has. You dont ship the item until he pays. Check your Paypal account for transactions to clear, not your Sold summary.

Report them to eBay and file an unpaid item dispute.

Never send the item if they have not paid. If seller doesn't pay within five days contact ebay and they'll help you out.
