It depends on location. You can however get a job as a host and move into serving. Just go in and apply and they will be the best people to tell you. It is however very common in most states that you have to be 21 to sell or serve alcohol in restaurants, bars and even grocery stores. At places like Chipotle where maybe 1 out of 50 people order an alcoholic drink, they'll hire people under 21 and when a customer who wants alcohol orders, the cashier gets the manager to take care of it. But at hooters, pretty much every table orders alcohol so it wouldn't be practical to have a server who wasn't of age to sell alcohol
No idea about hooter's policy specifically, but it's not a rule that you must be 21 to work in a restaurant that serves alcohol. You can call that hooters to ask and get the answer accurately and easily that way.
You don't have to be the legal age to drink alcohol to serve it all the time I think. Just being a hot girl is enough for a lot of places, whether you deem it fortunate or unfortunate sex does sell so really all they want is you for your body. Nothing else nothing more, as long as you're the legal age for sex then I see no reason.
