I don't think that's accurate. Some international bankers are undoubtedly in positions of power. So are media magnates and captains of industry. Insurance companies also set a lot of the rules.
I think the world is ruled by a handful of people who wear many hats. They may own stock in a bank and an insurance company. They may have family ties to world leaders. Maybe they just have a ton of money.
To a small extent they do, as they determine credit ratings for countries.
But in reality it's just a conspiracy theory. Bankers oversee large sums of money which gives them some power. Cue in a paranoid person with a limited understanding of their job and bureaucracy, and bam, they run the world.
