Try contacting the seller one more time then file an Item Not Received dispute
Contact the seller and ask him what's happening. UPS have produced a label, but they don't appear to have collected the item from the seller. If you don't get a satisfactory reply, go to the eBay resolution center and open a case.
This often happens when items are dropped off at the local post office and the teller doesn't scan it. They get busy with a line of customers and it just doesn't get done. Chances are it's on the way to you and won't show any updates until it reaches your post office.
