Did I get scammed on eBay?

I purchased a pair of Nike shoes 2 weeks ago in the states and today the mailman came to my door and asked me to pay duty fees of $48 CAD and the shoes only costed me about $54 CAD including shipping and import fees. I was totally shocked by the fact that there were hidden charges that the seller never told me about in the description. I felt like I'm scammed by the seller since I paid him exactly $20 USD yet he couldn't cover all of that... This has never happened to me in the past 2 years of buying merchandise on eBay and today this is the first time that's ever happened. The shoes only costed me $54 and I have to pay $48 of duty fees to the mailman is this some kind of a joke? I guess this isn't my lucky day but if anyone has been charged with duty fees before can you refund it or do you just have bite your wallet? Words cannot describe the amount of anger I have right now. :/

Duty fees are ALWAYS the responsibility of the buyer, NEVER the seller. The seller is NEVER obligated to tell you about duty fees because it is 100% beyond their control. Duty fees are set by the destination country - the seller has nothing to do with it. It is your responsibility as a buyer to understand the laws of your country when it comes to receiving shipments from outside your country.

The seller has no responsibility to pay any import fees charged by your country. YOU are the importer, not the seller.

You are one of the main reasons I stopped selling out of the country. You are unaware of the laws in your country and want to blame me. I've had dozens of people in the past demanding that I pay their customs charges and making threats of negative feedback. Thankfully eBay takes the side of the seller in this matter since it's not their responsibility to pay your customs department.

Nope, its your country taxing you not the seller

I think it is your responsibility, as the buyer, to pay applicable duty fees.
