Sounds like a scam.
When *I* buy something on eBay, the My eBay page pops up with a Pay Now button that guarantees I'm sending payment to the seller. Unless the seller is offering a discount for, say, combined shipping, no invoice is needed because eBay already knows how much I need to pay.
If you send an invoice or give them your email address, there are some scammers out there that have created a very slick FAKE email that looks like it is from Paypal. This email will claim that you have been paid, but the money is being held until you provide proof of shipment.
The three giveaways that this email is a scam are:
1) the email address isn't one of Paypal's but it will try to look like it.
2) the real email for a receipt of a payment doesn't talk about sending in proof of shipment.
3) even if subject to a hold, the real Paypal will display the payment if you manually sign into Paypal, but the Available Amount would be $0.
4) (not foolproof), they want you to send the phone to Africa.
So, if you think they may be legit, reply with
Dear Buyer,
You can already pay for my phone by going to My eBay and clicking on the Pay Now button. This will ensure that you pay directly to my account and for the agreed upon amount.

Sounds like a scam. Tell him that you will ONLY ship to Paypal verified addresses which you will verify by calling Paypal before shipping, and that you will not ship the item until the money is IN your account, not pending.
Also ignore any emails you get. If the item is really paid for, when you go to Paypal.com it will be there, and it will appear as Paid in your Ebay history. If you get an email saying you have to ship the item and send a tracking number before you get the money that's a common scam
Sending the regular paypal invoice is all that is required. Do not ship the phone until you have confirmation from paypal and ebay that is has been paid for and is ok to ship. No need to send anymore info, the invoice is sufficient.
It could be a try at scamming. Don't ship until money is in your PayPal account including cost of shipping.
If you set up your account properly, PayPal is the way money is transferred after the auction closes.
Just send them a standard Paypal invoice - and check out their purchasing and feedback before sending phone.
